What is the Noise Figure of a Passive Device?

The Noise Figure of a passive device is equal to the Attenuation/Insertion Loss of the device.

What is the source of noise?  Noise comes from heat and heat comes from the energy dissipated on the device due to the attenuation.

Input power = Output power + Reflected power + Dissipated power
